Capacitor manufacturers have learned from the Ministry of Commerce that the Ministry of Commerce recently issued an announcement that my country’s anti-dumping measures against imported electrolytic capacitor paper originating in Japan are about to expire. If the domestic industry has not filed a relevant application, the Ministry of Commerce has not yet made an announcement before the expiry date of the anti-dumping measures. Proactively initiated a final review investigation, and the anti-dumping measures were terminated on April 18, 2012.
   It is reported that on April 17, 2007, the Ministry of Commerce of China decided to impose anti-dumping duties on imported electrolytic capacitor paper originating in Japan. The anti-dumping measures have been implemented since April 18, 2007, and will expire on April 18, 2012.
   According to the Ministry of Commerce, Article 48 of the Anti-dumping Regulations of the People's Republic of China stipulates that if the termination of anti-dumping duties after review is determined to be likely to lead to the continuation or recurrence of dumping and damage, the time limit for the collection of anti-dumping duties can be appropriately extended.
   Domestic industries or natural persons representing domestic industries, capacitor manufacturers legal persons or related organizations may submit an application for the end-of-term review to the Ministry of Commerce in writing 60 days before the expiry date of the anti-dumping measures. The capacitor manufacturer’s application shall include a clear statement requiring a final review and sufficient evidence that the termination of the anti-dumping measures may lead to the continuation or recurrence of dumping and damage.
